The Global Cybersecurity Forum (GCF) Annual Meeting 2025 is set to take place at the Ritz-Carlton in Riyadh on October 1–2, 2025. This premier global event will gather thought leaders, policymakers, and cybersecurity experts from around the world to discuss pressing challenges and unlock new opportunities in Cyberspace.

Why the GCF Annual Meeting Matters

Theme of 2025: Scaling Cohesive Advancement in Cyberspace

Building on past themes  from Rethinking the Global Cyber Order in 2022 to Advancing Collective Action in Cyberspace in 2024  this year’s theme, “Scaling Cohesive Advancement in Cyberspace”, focuses on amplifying progress already achieved by the global cybersecurity community.

The aim is clear: elevate collaboration, expand impact, and strengthen digital resilience worldwide.

GCF 2025 Key Sub-Themes

The program will explore five critical dimensions shaping the future of cybersecurity:

  • Beyond the Inflection Point – Aligning priorities in a fast-changing, divided digital landscape.
  • Cyber Economics Redefined – Promoting growth and cohesion in global cyber economies.
  • Strengthening Cyber Inclusion – Building an inclusive, human-centered Cyberspace.
  • Behavioral Lens in Cyberspace – Applying behavioral insights to counter manipulation and foster safer environments.
  • Opportunities at the Cyber Horizon – Harnessing emerging technologies to tackle fast-evolving cyber challenges.

These discussions will be supported by high-level roundtables and participatory dialogues that emphasize actionable solutions.
